Harmonized religion cannot activate Monuments?

Here, Korea has harmonized Shinto, but still not able to activate Mount Fuji.

(By the way, Theravada can activate this monument, but Mahayana and Vajrayana cannot.)

I think this is one of the few things working as intended. Would be incredibly op if harmonized religions unlocked monuments, as you can harmonize everything with no restrictions.

Not really, because Confucianism is still a really bad religion with no modifiers. At least this would solve the issue of lacking modifiers.

This is because Theravada is called "buddhism" in the code and Paradox devs forgot there were 3 types of Buddhism in the game when coding all of 1.31.

If "harmonization" is meant to represent how in some periods, there was religious pluralism in East Asian countries, then there is no historical reason why Confucian East Asian countries should not treat Buddhist and Shinto monuments as monuments. If one wants to make a restriction on the basis of gameplay balance, then I suggest lifting the restriction for only the Eastern denomination monuments when harmonized.
