I recently purchased Cities:Skylines for my desktop and thought that I had half-decent hardware to run it, but it lags like crazy. I tried reducing the details and texture, then shut down processes running in the background.

After reading the recommended specs, I noticed that it doesn't support the onboard intel graphics card and will have to get a PCIe type. Based on the attached sys info and considering I'm on a tight budget, what graphics card would you recommend I buy? I'll buy used parts if necessary.

You want a video card without PCIe power connectors or you'll need a power supply upgrade. You'll also want GDDR5 memory. You'll also need minimum 500 stream processors (shader cores).

For nVidia, you'll need a GTX series. The GT or lower will be very low and may have issues as your city grows. (GTX 1050 no power connector edition)

For AMD this will be the x50 or x60 series. i.e 550 or 560 series. the x50 sersies usually don't have power connectors, but the x60 series usually does, so make sure you get ones without the PCIe power connector.

Just make sure they don't require extra power connectors for the cards or you'll need a new power supply.

Lastly, your CPU is a Pentium G870, which is 5-years old (2012) and only a dual core. It will run the game, but it likely won't get very big (4-tiles and 120k population) from the dual cores. You really need 4-core and up to 8-core to play this game to very large cities. But getting to a fully filled 9-tiles of the default game will be fairly impossible with a dual core cpu. Your CPU won't handle a video card any higher than mentioned, as it takes a lot of CPU power to run a big video card.
