If we define winning as surviving, I would have to say Ethiopia or Albania, although one time as Ethiopia I did manage to liberate Somalia and fight the Italians to a stalemate in Eritrea before I got bored. Next to that, I would say probably the Baltics, Luxembourg, Denmark, Norway and Shanxi.
belgium. i cant tell u how many times i tried to stop the germans. even forts didnt work. though there was a game where i had a human netherlands. we joined the allies in 1939. that was easier...
Forts will work, but not along the whole front. Sacrifice some provinces to shorten the defensive line.
how hard do you think would be playing Nat. Spain?

Actually, Belgium can build level 10 forts along its entire eastern border (minus Bastogne because that province is useless) and connect to the Maginot Line, completely blocking the German offensive. All you need to do is spam IC in the beginning, rush your construction techs a little, and when Advanced Construction is done, get level 10s before May 1940.
I actually think Japan is the hardest (of the major powers). If you play versus the AI, sure, Japan can conquer the world, and they've got great potential...but they really can't stand up to the overwhelming power of a carrier-spamming USA. Your entire japanese fleet might get sunk in a heartbeat if you're not careful, and your empire can't survive without the fleet.
When I played Belgium, my problem was the low division count though. Even lvl10 forts will be attacked by the German AI if you got less than 6-10 divisions in them... (Arma 1.3b2)

Oh, and I think Albania would be the hardest. By far. Unless you cheat.
Of the flags you can choose, Nationalist China is the most challenging, but is not hard by any means.
