If we define winning as surviving, I would have to say Ethiopia or Albania, although one time as Ethiopia I did manage to liberate Somalia and fight the Italians to a stalemate in Eritrea before I got bored. Next to that, I would say probably the Baltics, Luxembourg, Denmark, Norway and Shanxi.

I should add, I'm talking about the 1936 GC, of course.

belgium. i cant tell u how many times i tried to stop the germans. even forts didnt work. though there was a game where i had a human netherlands. we joined the allies in 1939. that was easier...

Forts will work, but not along the whole front. Sacrifice some provinces to shorten the defensive line.

Actually, Belgium can build level 10 forts along its entire eastern border (minus Bastogne because that province is useless) and connect to the Maginot Line, completely blocking the German offensive. All you need to do is spam IC in the beginning, rush your construction techs a little, and when Advanced Construction is done, get level 10s before May 1940.

Not hard to survive once you win the Civil War. You could join the Axis later and take Gibraltar, and then everything would depend on how well Germany does.

I actually think Japan is the hardest (of the major powers). If you play versus the AI, sure, Japan can conquer the world, and they've got great potential...but they really can't stand up to the overwhelming power of a carrier-spamming USA. Your entire japanese fleet might get sunk in a heartbeat if you're not careful, and your empire can't survive without the fleet.

Oh, and I think Albania would be the hardest. By far. Unless you cheat.

Of the flags you can choose, Nationalist China is the most challenging, but is not hard by any means.

Hmmmm, when I'm playing the AI pretty much never attacks a level 10, but I don't have Arma.

I would guess you could probably build at least 30 divisions if you cut down on the IC spamming (provided you have the manpower). Also, you could build some militia or garrisons instead of inf if you're pressed for time.

Either that, or build up IC in the Congo and retreat there and wait for you to get back when Europe is liberated.

Perhaps but China is hardly hard. Unlimited Manpower and unrealistic amount of IC in China means that you'll steamroll the Japanese within a couple of years.
Sometimes I can do a quick war but there's no point. I rather just bleed the Japanese dry (to rob them of manpower for the second war) and train all my Generals. By the time Operation Barbarossa is launched, Chinese Generals have higher skill ratings than Germany and Russia.
