I've heard you can hang out quite well with luxemboug if you only build forts, although need confirmation.

They might have a hard time against the japanese in the beginning, that's true, but once they get their units upgraded, their dissent down, and starts spamming infantry.
Belguim especially benefits from this strategy, because of AI Germany's Necessity to invade Belgium in order to invade France (thus, if Belgium stays, so does France), and because it has a prosperous and peaceful colony in Africa to place IC and Nuclear Reactors.France isn't that hard either, if you can stand really boring strategies - just build out the Maginot Line. Most other countries in Europe might also survive by surrounding themselves with lvl 10-forts, especially so versus the AI since it seems he doesn't even try to attack lvl 10's.
Agreed, though Italy has it's moments, especially against a powerful Britain which concentrates on the Mediteranean.I actually think Japan is the hardest (of the major powers). If you play versus the AI, sure, Japan can conquer the world, and they've got great potential...but they really can't stand up to the overwhelming power of a carrier-spamming USA. Your entire japanese fleet might get sunk in a heartbeat if you're not careful, and your empire can't survive without the fleet.
I don't think you'd have the time, you might be better off trying that with Poland...As for the hardest of all, I'd say some of the three Baltic states. It might work building forts even with them, though, and there's always the slight possibilty that Sovjet will leave you alone. .
