Harder to form federations?

Yes it is ... there are exactly ZERO federations created by the AI in my current game. The maximum is "defense pact".

Usually there were at least two AI federations pre-Utopia and with my settings for number of AI and so forth.

They formed one or two federations in my current games. So they still do. They just aren't as eager as they used to be and honestly it feels like a good thing. Defense pacts are "shakier" than federations and thus keep the game more fluid and easier to shake up.

It's because it's now in the diplomacy tradition tree. Federations formed way too quickly and easily before. Soon the entire galaxy was locked into huge alliances that never changed. So drawing that out is good. Not sure if it's too difficult for the AI

I created a federation with another nation with my spiritualist psionic nation and I chose the federation and to create it and I ran into something interesting. The nation that I wanted to create a federation with was a federation creator and I was going to choose in the diplomacy screen invite to federation but there was a red x to it and I couldn't invite to federation because it says must not have unlimited warfare, so I changed unlimted warfare to something else and then I was able to invite into federation

I have to disagree there, because "drawing it out" will make it impossible to even form a federation, because everyone will have their opinions SET IN STONE opinion of the other nations. I just got the ability to form a federation in 2350 ... and NO ONE wants to. So far I have been drawn into one war which one of my subjects started, but even before that the opinion of everyone was fixed.

Huge federations was not a problem I have encountered before, but that is probably a problem caused by far too many AI in the game.
