I thought I'd try a spin as Texas, with the mass of VIP events, and going for all 4 events that add cores (Yucatan, Alta California, New Mexico, Rio Grande).

I managed to satellite Mexico, by going heavily into debt. Sold some tech to the USA to bring myself back out of debt...

And then realised I had very low population, a lot of nice land, and even with "cheating" by granting all social reforms with 0 on the slider, there was no way I was going to beat the USA. Never mind plurality starts at 5%.

I understand that the USA has hardcoded immigration - it has none of the known requirements, other than plurality for immigration, yet it gets it in droves.

Has anyone ever managed to change this hardcoded immigration, or knows a way to have it apply to other countries?

AFAIK, reforms have to be funded to work, having the best reforms and setting the allowance to zero will do you no favours.

And no, hardcoded means hardcoded. The only thing you could do is swap the game tags so the USA softcode plays as Texas for example.

Liberal parties, plurality, high life rating provinces and gold provinces will get you some immigration even if not playing the USA.

In my experience immigrants don't seem to care if the reforms are funded or not.

in revolutions underfunding has no effect on attracting POPs to your nation, but once they are in your nation, the impact of those reforms will be based on how much you fund them. If you underfund completely, the result will be as if you do not have the reforms at all in terms of +/- MIL growth for the various POP classes, including your new immigrants

Thanks folks, that's what I had thought.

The underfunded reforms is a bit of a poccle in my opinion, so I don't do it. If I do a reform I only do it if I can afford 50% of the slider and intend to let the reform stick.

However I guess in a game playing as Texas, then it would be "fair" to compete with the US.

Going back to the original question though, if the USA implements a ton of social reforms, gets the Republicans or Free Soilers in the Whitehouse, makes sure there are jobs available, gets plurality up to 100.... will it get even more immigration? Or is it just hardcoded so it's max immigration all the time? Perhaps another way of putting the question is does the USA have 2 sources of immigration, the hardcoded and normal immigration, and can it enjoy both at the same time?

the hardcoded bonus the USA has is on top of whatever it would normally get in the calculations the game engine uses to determine where emigrants go in the world given its settings for plurality/reforms/national value etc in comparison with other nations. So the USA's attractiveness as an immigration destination only gets moreso as the game progresses and its plurality approaches 100 (which helps to mirror the rapid rise in immigration in the last 2-3 decades of the 19th C up to 1914).
