I agree that extra research slot should be an investment that takes long time and getting package of secondary focuses which do not give you much since entire new freaking research slot is fucking big deal. Especially in the long term then you start rushing for it in 1936.

The diagram you posted supports my position - the military was effectively not answerable to elected politicians.

If the President had only limited power over political affairs and based his political system on the German constitutional monarcy? Yes.

Consider that only a few years outside of the time period the USA was waging imperialist wars all over Latin America, seizing land in Asia and appointed military leaders who behaved above civilian authority - to the detriment of the Korean War - and were only removed in the aftermath of a failed coup.

The armed forces being accountable to the "Head of State" might not be inherently anti-democratic. Them being accountable only to a non elected monarch, however, definitively is. It is, frankly, quite bizarre to compare the Japanese 'Head of State"(i.e. the emperor) to an elected president.

I think that in the game the way it works is to declare war as a democracy the world tension needs to be super high, and you have to spend lots of diplo points on it. Like guarantee costs, I suppose a declaration of war IE casus belli costs more.

However if your a fascist I think it costs way fewer points, or none at all.

I am not too against the UK research slot, heck we saw that Johan left himself no time to get Poland in his corner. Had Jakob wanted to he could have very well pushed either France or Poland into his corner. In fact Johan has done a very ahistorical build up which is a bit unfair.

However though the UK is pointed at Germany for many focuses, it can manage to ignore them and go after Scandanavia and Benelux (plus colonies) so though it is bound not to declare war on democracies it has triggers to get around this. Just allow Germany to have the majority of Europe and the UK can grab parts of the remainder plus large chunks of Africa and Asia.

The UK reaching the 5th research slot in research is either too fast or Johan is a really good player who knows all the tricks of the trade. (i am betting on the latter).
I was watching Jacob, and Troy play. Jacob was going for the 5th slot but needed to side track first for something or other. When Troy played, he just didn't bother with it. I was disappointed with that in his playing as Germany more than anything else.

That is part of the problem in this case. The emperor did not participate actively in controlling the Japanese general staffs. Hence at the end of the day the Japanese military was largely answerable to itself.

Another thing that should be brought up is that Japanese civilian cabinet was ran as oligarchy. It did not need majority representation.

Noble man are better protectors of the nation than the masses as long as nations interests are equal to theirs or they are forced to see nation's interests as their own. For example, good example is Russia which is controlled by few and yet, it's fiercely patriotic and its strategy is highly nationalistic. It prioritizes strategical power over financial and prefers military might, subversive activities such as their extremely extensive web of spies or its own push towards important R&D sectors such as space, arms industry, high technology. Russia is known to go over great pains to ensure that these strategic sectors are competitive and dominant. But it's off topic. My bad, just wanted to show how concentrated rule is preferable in tough times rather than loose rule of democracies.
