Guys, it is normal, that people are happy at 63% (no parks, only basic services), even if they dont have jobs (Unemployment: 66%)?

How do they pay me taxes, if they dont have jobs? I think they should move out, and my city should bankrupt...

I think this game needs more conseqences... Can please somebody look at this?
