I am playing as Brandenburg in 1.05. Hannover has been my vassal for almost 30 years. I want to annex them, but they are at war.....and have been for over forty years! They have captured the last and only provinces of Mecklemburg and Pommern. Now they are just sitting there. They haven't concluded peace yet. I have forced annexation turned on. Also, the revolt risk in Mecklemburg and Hinterpommern won't go above 6%. I was hoping that maybe they'd revolt and end up forcing Hannover out. Is this a bug, or is it just something that happens from time to time?

It could be the endless war bug, discussed here recently. Essentially an AI nation can end up in a state where it does not have a high or low enough peace % to get or concede a peace, but also cannot increase or decrease the % either (eg it may not have physical access to any more provinces of the country it is at war with).

Are you sure Pommern and Meck don't have any provinces elsewhere? Or are they allied with others in that war who are inaccessible?

Well, Pommern and Mecklemburg had no other provinces other than their capitals. However, I kept playing my game and about 20-30 years later, Hannover finally annexed the two countries. I just thuoght it was really strange how long they were left alone, and that the war exhaustion stayed constant at about 6%. Pommern and Mecklemburg weren't allied to any countries that were un-accessible to Hannover either. Thanx for your help though :)

Just a suggestion about the endless war bug, maybe if there have been no battles after, say, 20 years, some sort of forced peace should kick in, and each side should get whatever provinces they control at the time.
