Actually two suggestions.

It would be great, if you could hand over control of a province in a war (with the province button to give control to an ally) also to rebels of the country you are attacking.
Example: Oirats is in a war against Ming and wants to give some Ming provinces under its control to Ming rebels, that could later declare independence from Ming.

Another extention of this feature would be, to allow the hand over control of a province to members of other alliances, also at war with the same country.
Example: France is at war with England and there is a second separate war of Castille against England. So why should France not be able to hand over control of a province to Castille?

In general, would my suggestion be to enlarge the selection of countries, rebels, you can hand over provinces to.
