Had a fair few to drink, and so have to ask is this, a - Tecy-geekey joke or (the more probable) am I stupidly drunk.
This is a serious question; as an unaligned USA, I think that finally I can do something effective once war is declared .
Being new to the Game, I'm still working out the kinks of overseas landings and invasions; my economy is robust, I have 1.6 million in manpower, and a very tempting target for Japan .
I hope that Japan has never heard of "B'rer Rabbit and the Tar Baby" .

Don't bother, ai Japan will likely declare war on you and then ignore you unless you sail towards it. The Pacific War is weak unless in multiplayer. PDS is supposed to be working on it and Asia with the 1.5 patch, sometime around Christmas most likely.
