Would be possible to implement a system, where you had the option to create a unit with half the maximum strenght, but to create that unit, you would use half IC, half manpower, and reduced build time?

Of course naval units, wouldn t use this option, you can t build half ship.

This would be useful to reduce the costs to garrison small islands or when you need quantity over quality.

Yes, this is a very good idea. But why limit yourself to only two options (50% and full 100%)? I think it should be possible to determine the percentage yourself. This way you could simulate the building of separate brigades (50% of a division) regiments (25%) and even battalions (under 10%).

The 50% minimum is because HOI2 is not so tactical like HOI3, but the minimum could be 30% or any other value.
IRL not all countries had the same number of men in all divisions, and this system could simulate that.

Since in HOI 2 uses the division as its smallest unit it should remain that way. No need to implement brigades through the backdoor. I think AoD is not supposed to be another HOI 3.

Half strength units is still an idea that is worth thinking about though.

They do serve a purpose, especially as low-mp countries with islands and large amounts of beaches.

In some battle scenarios you have some divisions limited to 50% or 30% maximum strenght.
Why shouldn t we have the possibility to make such divisions in the grand campaign?

Because in most, if not all battle scenarios you are limited to a certain amount of divisions, in a GC there could be multiple problems for example
large saves because of the added divisions and not having enough leaders.
(the smallest nations have the least amount of leaders and the largest need for smaller divisions).

I am positive towards adding 50% divisions though so don't get me wrong, just suspicious how a relative division strength value would play out (say 50 divisions of 10-20% .

Division strengths should NOT be proportional. Ten 10% divisions should not be as effective in battle as a single 100% division.

Their proportional strength isn't my main concern in this case, but yeah, the morale and organisation of one tenth of a division would be devastated.

I think it would be a hell to balance though because of how stats and the combat system work (some stats scale with strength, some don't).

Either they become a lot less powerful then 100% divisions and noone use them, or they become more powerful and everyone uses them.

It also opens up a world of possible abuses/exploits such as paradropping 10x low 10% strength paratroopers all over behind the enemy lines just to destroy infra and slow his retreat...

Or perhaps use 3x30% divisions to level up leaders 3 times as quickly in an early small-scale war?

That s the reason why in my original post i suggested 50%. I think that 10-20% is a bit low. Maybe 30% minimum...

The penalties to org and morale could depend of doctrines, like guerrilla warfare giving org and morale bonus to smaler divisions.
