Occasionally you will lose levy units, or your levy size will increase because of population changes.
As far as I can tell, the only way to get a levy back to full capacity is to dismiss and then raise it again. This is particularly a problem if a third party declares war on you while you are already engaged in another war. You can't dismiss the levy while at war, so you just have to fight the whole thing with reduced levies. Am I missing something or is this an oversight?
I think it could work well if the 'unit reorganization' toggle allowed levies to raise the remaining units over time. That seems to be a solution that makes sense without requiring any drastic changes to the basic levy system.
