Is there any reason that Haiti, besides knowing about Europe, can't see Tortuga, the sea zones bordering it, or other carribeanean provinces, or Louisiana, or a sea route to France and to Africa? It was French owned once, so I think they should be able to build ships and travel to France if they wanted to

Haiti is a revolter nation by default, which means that it will have the map of the country that it revolts from. So unless you are forming them out of thin air, they will know about stuff.
