I made an alliance with Muscovy as the Byzantine Empire, and I saw them send like 5 colonists at the same time to a province in Finland, then I looked at the EU2 Wiki and found out they can do that.

What else can the AI do that the Player can't?

It depends on the difficulty level. At very hard, they get quite a few bonuses (like cheap tax collectors and free missionaries, though they rarely send them). They also don't have a support limit for their armies, which is why minors end up with 60k troops more often than not.

In terms of actual abilities, I can't think of anything else.

You could do it too before 1.04 (iirc) patch:)

No. It's actually random, though I think they're more likely to send them if they have a lot of wrong-religion provinces.
