Hagia sophia is inactive even though my govt is imperial. What could be the problem?

Your religion (Catholic, Ortho, Muslim) or it's damaged and you have to restore it.

Iconoclasts do not have access to the Hagia Sophia in game (irl all religious images and statues were removed from the Hagia Sophia during the iconoclastic period).

This is the way it is. As @junassa said, it can only ever be active for Catholic, Orthodox, or Muslims. Nobody else can ever have the Hagia Sophia active.
