Habitats on ringworlds.

Okay this might seems stupid, and it is, but from a strictly technical point of view, unhabitable ringworld sections are considered as planets and can have stations over them to get living metal and/or engineering research, which means that you can build habitats over them.
Now the question is, if it's possible IG, is it OP or not ?

If PDX doesnt put special restrictions on them, it should be possible to put 12 stations over the entire ring. But I dont think that that is going to happen. And I think it would be not OP, because you can have 12 Habitats in a normal system if there are enough planets, but silly from a logical point of view.
