Do you pay energy maintenance cost if uninhabited? I really hate habitats and you can't destroy the rubbish that the AI build. Already frustrating that they show up as colonizable icons on the map when I have no intention of inhabiting them.

I'd colonize them. You can for the most part completely set them up after colonization by queing districts and buildings. After that, you can pretty safely ignore them and let auto-resettlement deal with any overcrowding.

habitats are great!
if they are on a resource they give you vastly more of it. their energy and minerals income is very efficient.
More importantly, they do not mess with your planets!

That is, you can get rid of basic resources sectors in planets if you have habitats providing those basic resources.
And you can just instantly queue up the entire thing once and be done with it.

Plus with pop assembly it is yet another place to print population in, which then migrates to other planets once the habitat is full.

I don't like building them because they are too expensive to build and because you can't queue up upgrades properly.
but stealing them from the AI is wonderful.
