Habitat, Gaia, and Ringworld preference should have base 20% habitability

Just like how species with Continental preference have base 20% habitability on Desert or Arctic planets, I feel that species with Habitat, Gaia, and Ringworld preference should also have base 20% habitability on all 9 regular planet types (Wet, Dry, and Cold).

While it will still be challenging for them to colonize planets that aren't suited for them, much like how it's initially difficult for humans to colonize Desert and Arctic planets, it should still be significantly easier than colonizing a Tomb world.
