If you want specific techs play Civ. Not putting your idea down just that tech is very generalized in this game. Printing press could be represented in infrastructure tech.

You could go this way, but a damn good case could be made that the printing press went way beyond anything represented in infrastructure alone. The rise of literacy affected trade tech (Bills of Credit, etc), cartography and navigation (and therefore Naval Tech) and Military History (and therefore Land Tech), as well as infrastructure (the more efficient recording of taxes at least). Special rules regarding it are easily justifiable.

As you said it is incorporated by these techs already. :)
