I noticed recently that you can't declare war when you have a call to arms waiting. This was obviously to get around declaring your own war as soon as the AI called you to arms thus getting around their call to arms and crappy peace deal where you get nothing. So it got me thinking.

Why not change the way guarantees work. Currently they are pretty crappy. Best example is France.
France guarantess scotlan at start of game. So all England has to do is get into a war with France and then they are free to attack and conquer scotland.

So why not change it like the hre emperor thing. You can't declare war on a guaranteed target while at war with the guarantor.
