The benefit of the Soviet focus is simply to get army XP. So it's still beneficial to send "advisors" without the attendant war support.

And though we can’t tell exactly where he’s building given the names are in Chinese, it’s pretty obvious the overall gist of what he’s doing given it’s mostly pictures, and it’s not rocket science to work out it’ll be the highest infra provinces first.
