If you mean Riyadh then I think you could be right. But just to make a guess I go with Jeddah which is the second largest city in Saudi Arabia. If you meant a different city with Riad then I go with Riyadh

The city could be Malmö if it is the Oresund Bridge but it really does not look Scandinavian to me. Could be wrong though.

Yes, it is! As seen from the Sugar Loaf. The bridge on the background is the Rio-Niteroi bridge.
