I doesn't looks south american though. Maybe because they were both colonised by spain/portugal? In which case is it like the pyreneese or something (that would make sense based on the sunny-ness although I don't know anywhere which is that cliffy). It's not Andorra is it?
I think we need a hint. To me it does not look Colonial as in Southamerican at all. Looks much more European to me.

I'll give you two further clues, one straightforward and one cryptic before I go to bed:
Straightforward clue 1: It's somewhere between latitude 40N and 45N.
Cryptic clue 2: A famous, well-travelled cartographer/geographer was born here.
Oh, what the hell, I'll give a third clue:
Straightforward clue 2: Its name is basically unchanged for c2000, possibly 3000 years.
And no, it's not Andorra.

I highly doubt it is Carcassonne because we had Carcassonne as skyline only recently.
So, based on the latitude we are looking at this (also taking into the account we are only looking at europe)
No name change implies that it was held by the same ethnic group for the whole time, so we can discount most of iberia (the reconquista, catalan vs. spanish etc.), italy (french, austrian, spanish, greek and muslim occupations), crimea (russia), the balkans (kebab & Jungary as well as internal struggles)) and the caucasus (kebab and russia). So basically it is somewhere in southern france, or in turkey, both of whom were ruled by french/turkish people for a long time (unless the name was changed during the romans/byzantines).
As far as cartographers go, from my breif googling most cartographers either come form france, the usa, egypt and anatolia, so really not a lot of help in determining whether it is french or anatolian.
From the look of the city I think it is unlikely to be french as it doesn't look bombed enough (WW2), so more likely to be turkish, but tbh I have no ideas at all. The river isn't wide enough to be the mouth of the river, unless it is very small. From the mountains I would also suggest anatolia (the pontic range covers the large majority of what is highlighted) but I have no idea where, if it even is in anatolia

I have a feeling you're right about anatolia... but in the same time I get a south of switzerland/north italy feeling (because of the mountains)... but I guess you're more right than me.
I guess it could be the alps on the french/italian border but there aren't any rivers there :L
