Tip 1: The city is locally famous for the three old towers near eachother that make up it's main skyline. Obviously this tower isn't one of those (that would make it too easy).

Maribor, Slovenia? It's known for its old towers I believe.

Edit: Hmm. After taking a look at it again, the buildings have more of North-Western European touch. Could this be Nijmegen?

Could also be Ghent which, like Njimengen, is in North-Western Europe and whose skyline also has three old towers. Ghent also has a university.
