Not a Skyline, but if I had to guess Russia, possibly Black Sea Coast, Sochi?

Not Anapa, no. Another clue (you already know the country, Russia), it isn't a coastal city, nor a city near a lake, the "beach" you see, is just people sitting on the banks of their local river. A great substitute for a day on the beach if the nearest, temperate sea is days away.

Because although it's close to a (small) lake, a real coast is hours and hours away. Driving would take probably 3 days (unless you switch with two or more drivers and continue during the night).
