I should have got Bern; I came across that very same photograph when I was searching for one of Delpiero's mind wringers before... thats why I had a sense of, 'hey, I think I know where this is..." of course Innsburg was wrong, but still...
There should be a minimum resolution clause to this game; can't make out anything. The Blue Sign on the convention Centre ends with vis and a u at the end of it (it could have been vls*u as well but the lack of vowels disturbed me). I put those letters in my crossword solving app, and the town of Viseu came up. In Portugal. Googled it and while it has a pretty impressive cathedral, those white houses look similar... didn't see this picture though. So Viseu, Portugal is my guess; though if it was, I think the cathedral would have been a better subject
