At first I thought it was in the Med, so I started looking for some, but I couldn't find any in such a bad condition. This, added with me not being able to see any minarets, lead me to the wrong continent...

Ummmm... seems like pretty big north american city... and that's not my strong suit I am afraid... Well I am going to say it's some outskirts of New York just to guess something
The mountains in the background make me think it is more in South America. The architecture does not remind me of NYC at all. Hmm.

Slighty off topic now, but I thought Novgorod (Country) was named after a city, but I didn't realise it was ---- Novgorod.

Yes, Nizhny Novgorod was founded later than Veliky (="Great") Novgorod and therefore had Nizhny (="Lower" according to wiki) added to it.
