Guards never find tunnels by any kind of search: tunnels search or search the toilet itself. Nevertheless, there is a tunnel and dogs put a lot of flags.

This is actually normal I think. It was always the case that it was very, very rare for guards to discover tunnels, if it happened at all. If you see flags, try to guess where the tunnel is coming from, and uninstall all the toilets in the corresponding cells one by one. This should uncover the tunnels.
dog can mess up just like metal detectors if you want to fing then search for contra band at night every night.
