Guarantor of Peace -- all three guarantees needed at same time?

For the Guarantor of Peace achievement, do all three guarantees have to be in effect at the same time?

Did you guarantee Muscovy or Russia? To get the achievement, Russia must have been formed and survive. When I got it in my redo of my Milan -> Italy run (because I did it originally in super easy and boring 1.4) I had to punch Muscovy out of Lithuania, ally them, and force them to grow so Russia could form.

I played Naples -> Italy, was allied to France all game, reduced the Turks to half of Anatolia and all in-land Arabia then cut Russia off from Siberia and guaranteed all of them, no achievement. In my Britan campaign I reduced France and the Turks to OPMs inside my borders and cut off Russia then guaranteed them all, no achievement then either. My Britan run was probably bugged out as I did about 6-7 achievements, but only actually got two.

Seems like a problem at your end if you've not gotten achievements when you should. I got mine after the monthly tick when I did it

It's only been later in campagns, either I've got all I'm supposed to, or first the ones I'm supposed to then later in the game not. Idk what's going on, but it kinda sucks.

Your game might be de-ironmanning.

I only just recently got the France gaining all cores achievement myself after countless France games, so it could be something twitchy with Steam.

Yeah, but still... I did like 5 achievements that I didn't get in my Britain game, and twi of them I re-did in the Italy one.

Nope, but I made a thread about the Britain game a couple months ago. What do you mean "during that time"? During what time?

During the time I was unable to get the France achievement for getting all of my cores. I had done it so many times, but never had that achievement fire, even in playthroughs with France in which I got other unrelated achievements.
