Guaranteed No Manufactory Spawn if likely province has Grain, Wine, Stock - Bug?

The Manufactory Spawning tooltip says the most likely province where it can Spawn is Vijayanagar and it has Grain it can only have a Farm Estate not qualifying for a manufactory. Is it bug or just unlucky.

Seems odd, could be an oversight.

Though it could just be the fact that a "farm estate" isn't exactly a manufactory, even if it works the same way. But then you could say the same about a trade station, so I don't know.

Also weird that farm estates DO contribute to the spread after spawning.

Probably, becase none of your provinces qualify for the institution, the game shows the "most likely one" based on some draw-solving variable like development. If it persists past 1650, then it's a bug.

Isn't Bharat fun as heck? It'll never spawn in Vijay province, but the game still thinks its the most likely place as it doesn't look at the trade good or buildings in that check, it seems.

Probably, becase none of your provinces qualify for the institution, the game shows the "most likely one" based on some draw-solving variable like development. If it persists past 1650, then it's a bug.
and what would be the qualification for that...I have hardly a province left without a manufactory ...5 of my provinces have 38+ development and a dozen with over 20.

The second requisite, "Vijayanagar is connected to the capital of Bharat" is also strange as it itself is the capital.

Ok, I will try to use simple and exact words:
None of your provinces qualify
All your provinces are equal in that non of them qualify
Game has some way of determining bezt province in case of a draw
Since nome of your provinces qualify there is a draw
The game runs the draw check (rather pointlessly, I know, but that's how it's coded)
The draw check returns Vijayanagar
The fact that Vijayanagar does not qualify in more ways than one does not matter

I do not know what the check in case of a draw is, development is just one possibility.

Also, there is nothing strange about "being connected to the capital" check. It is a check that all provinces must pass to qualify. The point is to not have the institution spawn in some random disconnected province. Obviously, the capital is connected to the capital.

That could be the codes you are telling about..

there should be some way to know this from ledger (or may be there is already some way to know) and after increasing 6 production development in a CoT (and a non-Farm Estate) province, it has now all the qualification.

(The Capital connection was any way a non-issue.)

Are you sure it doesn't just show the capital?
The tooltip might be wrong.

Yeah, I think it often just shows you capital in that tooltip. So I have spawned a lot of institutions even if that tooltip says I'm not eligible for it. So I wouldn't worry, if some of your provinces qualify for the requirements in the tooltip, you can get the institution.
