Playing as Athens and wanted to guarantee a couple city states in Greece to keep them safe. But the option is greyed out and it won't let me. The tooltip says I should be able to. Doesn't make any sense. Either a bug or a typical Paradox lying tooltip?

Unrelated: I hate this new forum software. Shit popping up randomly when I'm trying to type. >:{

Oh nevermind. The game just arbitrarily restricts your diplomatic options based on what level of power you are. And it seems like the only way to upgrade your power level is by directly conquering a ton of provinces. So I guess I'm just screwed.
