I have a question regarding guarantee. I was playing as Greece, and wished to conquer Romania and Turkey. Romania had for some reason been guaranteed by GB, think through Romanian focus, but I felt I caught a break when I saw they had guaranteed Turkey. However, as I invaded Turkey nothing happened. In fact, they did not even show as possible enemies in the war deceleration. Is this because they were guaranteeing me as well? Can a nation who guarantee two nations not step in to a war between the two?
I noticed Romania's guarantee even remained on turkey as I invaded them without intervention. Confused me a bit..

i can't answer for this specific case but in general, yes, it is "normal" that some guarentees are not invoked.

The most frequent case is the USA case. They start the game in 36 guarenteeing the whole american continent. However they will not invoke any of the guarentees before achieving Pax Americana.

As you mentioned, you can see that they will not come to war when you declare. If the flag does not appear in the bottom left side cornor of the DoW box, despite the garantuee, the country will not intervene.

There might be other reasons. As a huge difference of power in late game for example, multi-guarentees or being part of factions. Though sometimes things do not triggers as you planned.

bit off-topic, not very, does the guarantee of a capitulated nation count? As in, if Romania is guaranteed by France, will it be possible for me to try to time a fabrication with the capitulation of France in order to attack without pulling in the allies? I'm planning on turning them Facist so that they are more likely to turn to the Axis for faction support
