Growing Pop after Overcrowding (early game)

Trying to get back into Stellaris after the new update and I've come across a problem. None of my colonies grow beyond 9 pops as it refused to grow due to overcrowding.

I have the planetary administration and luxury housing. I cannot build any more until I get 10 pops. Any advice on how I can grow my pops in the new system?

I've been searching for a the past four days and somehow cannot figure it out

Yeah, city districts give the most housing, where'as mining and farms only give two. So depending on what you are doing on that planet, choose accordingly.
