Like HOI 3 the 4 will have the transports by sea for the supplies and for the trade BUT for the ground we have just the
infrastructures..
I think that, have a good road like in germany isn't enought for move your supplies, you need trucks, horses, trains and so on..
We already have the paratroopers' aircrafts for the emergencies but i think if they make grounds transports like the sea convoys the game will be awasome and would be great to choose the supply route by land as by sea.
I know this idea would require alot of works for the paradox's team and if anyone has a better idea to propose as well that maybe something good comes out.. maybe a great DLC or something like that

Well, Locomotives were (and are!) expensive piece of machinery and I agree with you, but I suppose all of this is abstracted.
When you're building "infrastructures", you're building railway stations, depots, tracks, trains, training personnel etc...

I'd be a big fan of a 'logistics pool' like the transport pool that had some impact on the supply limit, but it might be a bit fiddly in the base game. I do like the idea. As well as trucks, one of the big things I'd want it to require would be manpower (something I wouldn't mind transports requiring as well).

A good game should showcase railways, the Germans and most of Europe had extensive railway network which made transportation and supplies very easy.
This was the main reason why the Wehrmacht failed in Russia.
Ideally Infra should be split into 2 parts - with 5 for railway and 5 for roads. Rails should be further split into single and double lines. Double lines mean 5 rails and single means 3. No chance to change/improve this as not possible in the brief wartime. So you are stuck with that,
Then roads should have levels- dirt track (1), rural track (2), semi- Urban Track (3), Urban/All weather roads (4) and Autobahns (5).
Making level 5 road very rare, the best roads will be level 4 and average will be 2 or 3, with Russia having more of 2 and 3.

And then add a "TAX" of supplies and equipment based on your road and rail network.
Then, Gentlemen you have a proper game on your hands and in the hands of the inexperienced ones a - LOGISTICS NIGHTMARE.

EDIT:
The proposal will be something like this-
Along railways or one hex on any side of railway, you will be in full supply (increased to 2 hexes in case of double track railways or major Urban junctions).
Anywhere else, you face a supply penalty with each hex charging 10%, so at 5 hexes you pay 50% penalty.
Then depending on road size and number of trucks available, you can reduce the penalty.
However, the trucks themselves are "MALTHUSIAN", the law of diminishing returns is applied on them.

More interesting ideas :). Might be a bit tricky with infrastructure at the state level (and it being odd-shaped province rather than hex-based may through up some quirks, although hopefully not anything serious). In terms of railway networks, you could do a decent amount of improvement if you wanted to in half a decade, and allied bombing meant Germany was continually repairing and rebuilding its rail lines, so it might be a bit harsh to prevent any rail-line development - but it could be hard to balance if you can, so it might be a reasonable 'best result with what we've got' approach to leave them as set at 1936 levels.

You actually do transport resources via land from your neighbours. You only require convoys if the target country isnt connected to your capital. You can see that in WWW when Jakob, or later Daniel trade with countries near them, they dont use up convoys.

As for railroads they are part of the infrastructure, which includes roads and railroads. An 10 infrastrucutre state has an railroad network if you want to see it like that. I dont see why they would have to split it in 2 if both basicly do the same job, speeding up divisions and allowing more supply throughput.

One thing i would like to see how it would work is adding as second "convoy" pool of land based transports, i.e trucks, which we already have and maybe even the option to produce trains, which would basicly be the same thing as transport ships only land based. It would be interesting to see how and if that would work out well.

In theory they could even add an option for fighters, CAS and maybe even tactical bombers for land-based "convoy raiding", i.e attacking those trains/trucks on the (rail)road.
