Ok, so a division of 10,000 Infantry requires 2.5 ships to transport. 10 Divisions, 100,000 Infantry, takes 25 ships. Simples.

So why, when I want to send JUST the equipment (10,000 "units") (as lend-lease) does it want over a thousand ships???


This problem is exacerbated by the game treating ALL equipment transfers as "Lend-Lease," which is simply absurd.
Lend-Lease was a very specific program, that enabled the USA to supply equipment to the Allies, without itself entering the war. And yes, the goods had to be transported by the recipient.
However there is no need for this restriction between allies, and it really, REALLY should not apply to puppets.
Playing as the UK, I have to give most of my convoys to the Indians, just so I can then send them equipment.
