That dlc coming to PS4, I actually bought the complete edition thinking it was part of it.

you should have read the description then shouldn't you. Green Cities will probably be ported to consoles but it will likely be included in a second season pass.
Still a great game, loving it, crashes on me occasionally, it's great to hear another season pass will becoming to PS4, was a bit worried support for the system was finished as it's an older game even though I just recently found it wasn't sure if support was still ongoing for the PS4 version as everything online is for the PC version, not a whole lot about consoles.
i'm just guessing there will be a second season pass. the Steam version now has two expansions that are not included in the first console season pass, and it's likely that there will a few more before it stops being supported. so it makes sense that there will be another season pass.

As of right now Mass Transit is the last announced expansion coming to console. That is not to say the later ones won't ever make their way to our console players however we can't say anything on that unless we actually are working on and have announced Green Cities for console!
