Actually, the union thing was mainly intended to rid certain countries of cultural penalties within their culture group. In some cases, this was deemed rather important, such as the UK and France. Ideally, however, each culture group should have a union tag, whether or not such a country ever existed in history.
In other words, decisions to form Greece, Romania or Belgium (none of which are culture group union tags) are really more for flavour (which is not a bad thing either).
