How often do Germany/France/Britain accept the offer to invest in Greece from the decisions in the "Open the Country" focus for Greece? I've tried savescumming several times but still no dice (with high opinion in Germany). What factors decide the AI's decision, and are the decisions worth taking, or just skipped?

More often than not the ais decisions are still random, just weighted in one direction or the other. But to get different results you need have the ai decisions happen on different days. In a 9 weight vs 1 weight decision you still need to pick several days though to get the weight 1 decision selected.

The most simple option would be checking the gamefiles either way though.

I've never gotten anything except a rejection. From looking at the code, assuming you don't have a large negative opinion, the chance of success should either be about 25% or 90%, depending on if the condition "num_of_available_civilian_factories < 15" is true or not for your benefactor. (I have no idea how this condition works)

@bitmode, can you clarify the chances of bftb.greece.169/173/179? (in the BFTB_Greece events)

As this one here is triggered by a decision, simply select it at a different time after reloading.

Otherwise the probabilities seem to be as @MattZed described. num_of_available_civilian_factories is _nTotalGeneralFactories - _nLendedGeneralFactories - _nUsedGeneralFactories, which closely matches the first number in the construction tab factory tooltip:

which is _nTotalGeneralFactories - _nDamagedGeneralFactories - _nLendedGeneralFactories - _nUsedGeneralFactories. Unless the AI country has a huge number of damaged CIC, num_of_available_civilian_factories is probably almost always 0. Both the difference to the tooltip and the use of this trigger instead of num_of_civilian_factories_available_for_projects (which is _nTotalGeneralFactories - _nProjectFactories - _nConsumerGoodFactories - _nLendedGeneralFactories) should be reported as bugs.

Assuming the relation to the target country is above -50 and they don't have a lot of damaged CIC the weights (probabilities) are currently:
  • moderate investment: 10 (16.6%)
  • no investment: 50 (83.2%)
  • no investment ever: 0.1 (0.2%)

Oh right, the AI doesn't actually queue up many constructions. Why should it, since it can do millions of things per second? I guess the num_of_available_civilian_factories is probably nonzero only very briefly right after a construction completes until the AI next checks to see if it should add a construction to the queue.

Thanks for the help in understanding the AI. Considering the very high chance that the AI will dismiss investment, perhaps the stability hit should be removed from their response if they don't rule out investment down the line (It makes sense that being completely shut out would cost stability.). Perhaps some of the reimbursed political power could be lost to compensate.

I 100% agree. Now at least I finally understand how the damn thing works. That stability hit really hurts, especially for having such a low success rate. Given how weak your starting economy is I had kinda hoped it would have been a little bit more generous..
