Very so. Even if you take the iron producing province from an inland country it can still recruit heavies as mercenaries if any of their neigbour provinces has iron. And they will do it.
Whatever happens, i know for a fact that if you take Etruria the Rome AI doesnt produce heavy infantry any more (at the start of the game). Unless, by a pure accident, another country is trading with Rome and giving them Iron. Which i never saw, as Epirus, at the start of the game.
