Is it possible to go from Great Horde to Golden Horde, then culture convert to form Yuan? This seems like a shout

I wouldn't mind that - i'm always unsure when to reform the government anyway, because horde unity is a pain in the arse but the CBs are brilliant and the cavalry and manpower is OP

And the mandate is awful as any country. It just sucks least for Ming, due to start conditions.

They really need to add a grace period for mechanical purposes for usurpers of the Dragon throne
