Maneuver would be a dice roll in battle.
Land battles:
The engagement begins. The attacker and defender eliminate each other's maneuver pips. The pips that are left will deduct the maximum terrain penalty.
Then every turn the attacking generals would try to roll enough maneuver points to reach 25. Each roll gives a maximum of 9 points. Only the attacking general are allowed to use the left over maneuver points to assist. After all, attacking means to remove the opponent from their position and to destroy their army. The attacking general removes a penalty of 1 whenever he reaches 25 points or if maxed, a 5% morale gain. The defending general's goal is to also reach 25 points. If successful, the attacking army gains 1 terrain penalty or if already maxed, a 5% morale gain. This is to encourage dynamic land battles. During battles, defenders were not always successful in a defensive position and can always be routed by a stronger force.
I think maneuver for naval battles are fine. It is just the shock + fire values what should tinkered with.
