I only just noticed this while playing the Harranian mod that adds a Hellenic community to Edessa in the earlier start dates; only reformed pagans are able to build the Great University/Library Great Works...which rules out Hellenics, even though they historically built the first Academy and the Library of Alexandria. Could an exception be added that allows unreformed Hellenics to build these two types of Great Works as well?

Well, yeah, but it's going to take a while in my current game; I'm the King of Edessa (formed a custom Kingdom) and am sandwiched between the Byzantines and the Abbasids (while the Tulunids somehow took Greece) so getting another two holy sites in order to reform it is going to be very difficult until revolts start taking place.

Yeah, but then you shouldn’t waste money for great works and instead use the cash to fix the region first.

The region's not that weak; I'm sitting on a stockpile of $3000 and my King directly holds nine provinces, several of which are along the Silk Road...I can afford to build up the provinces and a Great Work at the same time. Besides, even if those provinces are built up, both the larger Empires are about four times the size of my realm, and no other realm shares my faith; even with mercenary aid it's going to be a long time before I can reform the faith.

But that's besides the point in any case; the Hellenics shouldn't need to reform their faith to be able to build institutions that they historically had already built by this point in time...heck, it's especially egregious when playing the Harranian mod because they're supposed to have a Neoplatonic Academy there already!
