In Victoria 2, there were 8 great numbers. If someone had 1 more point of prestige, that meant they were now great power and someone else was now secondary power.
That made no sense. There should be no hard capped number of great powers. Instead, it should be some kind of more dynamic system based on relative strength of nations. Sometimes there would be 8 nations who are clearly by far stronger than all others, and deserve to be called great powers. That only makes sense if 9th power is far enough away from top 8.
But sometimes there might only be 3 great powers, with everyone else being more or less equal. Or maybe nations can be clearly grouped into three groups, 4 great powers, 12 secondary powers and few god forsaken places here and there. Or maybe there are 12 roughly equally strong nations, with almost no secondary powers.
If game is well balanced, there would on average be for example 6-10 great powers and i am not sure how many secondary powers. But that should happen dynamically, not because game is hard coded to have 8 great powers.
EDIT: I know that you did not immediately loose great power status, and that is a good thing. But imo it was not enough. Even if nation X is 1 power point more powerful than nation Y for 10 years it would not make one of them a great power and other a secondary power.
