I'm playing as the SU and its 1942. The war with Germany has been more or less a stalemate, just some provinces in the balkans going back and forth between us. My problem is that I'm afraid the Great Patriotic War event will never fire. It said 15% of national provinces must be occupied or something like that. But realistically that is not going to happen as I have held the line in Poland and the Balkans.

So I'm wondering if anyone knows when it will fire? Or how I could go about getting it to fire if I start pushing Germany back. I'm concerned I'm doing so well I won't get the event!

As far as I know, the Great Patriotic War event gives the USSR some free units given the fact that the Germans pushed the Soviets back all the way to Moscow initially. So I don't think it's ever gonna' fire if you're doing well. Because it wouldn't be a "Patriotic War" in the first place if the Germans can't advance deep into Russia.

The event will not fire if you don't lose the specified % of provinces. You might want to consider falling back and letting them advance a bit to activated it.

For players it does not give the free units, just the IC bonus. But without that bonus the Soviets are going to have trouble actually winning the war.

Is there a way with f12 I can make it fire? Or some roundabout way like that?

I have held the line around the Polish border area and they're not advancing, and I'm slowly annexing all of the Balkan countries (winter 42'). Not to mention UK is in Italy so at this point its looking like theres not gonna be any real barbarossa.... I'm playing this game on normal, next one will have to be on hard because I know the war with Germany shouldn't be this easy with this IC penalty!

You have to lose 15% of your territory. If you want to fire the event via console you have to press F12 to open the console, type "event 2007047 sov" and hit enter. To close the console press F12 again (and hit esc if it´s still there).

That's because the game expects you to at least lose SOME stuff. i like to simply overstretch them, then start the grind.
