Great Lisbon Earthquake

I think the Great Lisbon earthquake is rather underwhelming (flavor_por.3278). It severely affected Portugal and seems to have no match as far as natural disasters in Europe during this time frame. The event might be old, and predates the devastation mechanic, I'm not really sure, but I really think it calls for applying devastation on the Lisboa province. Reading that wikipedia article, it seems to have been significant enough to call for a stability hit.

Also, is there a way that it can be made independent of the POR tag, those tectonic plates are not going to stop moving just because Portugal doesn't own Lisboa anymore.

The current event, by the way. A 10 year debuff for Lisboa, which mind you it is not a bad idea. I don't think Devastation should take over completely, particularly because it's effects wouldn't last that long as long as you have a manned fort. As it stands the Portuguese capital state might not even lose the Prosperity buff after this earthquake event.

The earthquake should be truly painful and its effects should last for a while.
