1. Always Exploration though you might want to take Administrative if you really want to rush reforming followed with westernization. I take Explo mostly to not get cancer by seeing S-Iberia
2. It's all up to you but whether after filling 2nd or 3rd idea group or simply never if you can keep good pace with conquest and use Russian vassals to do job for you
3. Since Explo is 1st idea i take i colonize by myself
4. Not much of a choice whether you take Golden Horde or Mongolia, first is walk in the park and latter one presents some challenge at beginning

For the time being don't waste your time since achievements is bugged so you won't get it until is fixed.

You can't get it until they fix the bug where you need a wasteland province.

That said:

1) I used to say exploration, but it's gimped now so I'm down on it for GH, which can easily reach Sweden or Genoa to westernize w/o it. I'd recommend either aristocratic or administrative. Aristocratic lets you lean on your horde stuff for 150 years with -cav cost and +combat ability. Administrative lets you reform sooner and IMO should be taken 2nd if you don't take it first, so you can flop into Muslim or Chinese and westernize. IMO admin is probably a bit better on GH, while reforming to Chinese as Mongolia is not a high priority as the horde ruler manipulation gives you more point income than Chinese tech and so you'd put off reforming until your units are terrible or you want to westernize. Mongolia can make a better case for exploration to westernize also, but it might be more straightforward just to rush towards hammering Muscovy/Russia for them, especially now that Russia gets wrecked in league wars often.

2) See 1) above, it's somewhat situational.

3) The colonies are cheap to grab later and not high value, especially since the Philippines got nerfed to tropical. With your bonuses to coring later on, they're not going to be a big admin burden so IMO not as much upside for taking them.

4) GH is much easier, but IMO Mongolia is among the most fun hordes to play.

Golden Horde run:

1) I think I picked Administrative first. It gives excellent mercenary benefits and 25% coring reduction. In the early game, all my infantry were mercenaries (no reinforcement cost and saves manpower).
2) I never reformed my government but I had Ottomans as an ally to fight European nations. The achievement is probably easier if you reform.
3) To block Muscovy, I simply seized their colonies. As for Taiwan, I seized it from Portugal. But as Mongolia, Exploration would be good because you could colonize Siberia and Taiwan.
4) Golden Horde is definitely easier with Ottomans as your faithful ally.

Even with the achievement bugged, you could always play until you have everything except the required wasteland province. I'm sure PI will fix it eventually.

Wow, you didn't reform government? While playing it seemed as if it's a huge necessity because of the 25% autonomy hit or whatever that our current government has.

As GH, I currently have southern Russia from Lithuania past Kazakh but my force limit is, like, 18... So I have to rely on Ottomans heavily.

Maybe I'll skip reforming and try to reach Sweden for Westernization.

As Horde what is your general troop make up? I'm rolling, like, 50% inf, 25% cav, 25% art, should my cav be higher?

always 100% cavalry, don't waste manpower on useless infantry who quite early become cannon fodder. Then as much as cannon you can support for your stacks

True enough though i tend to use only cavalry since my vassals do the job for me besieging everything while i evaporate all enemies army. Obviously this is before reforming government after as usual eg. 10/6/10 ratio

I got the achievement last patch so I didn't have to worry about autonomy. I did 25/50/25% with Infantry/Cavalry/Artillery. Also, I got Aristocracy to help make my cavalry stronger. The only downside with that ratio is if any non-horde ally joins the battle, their cavalry percentage limit will override yours and you'll get the military tactics penalty.

On the current version, Westernizing might be the best bet. I`m pretty sure that making Ming your protectorate counts for the achievement.

I did it recently, it was quite easy to be honest. Except I didn't get the achievement, of course.

1) Administration for the reform, Influence to abuse vassal feeding, Quantity because it's op, Religious for the CB and missionary strength, Humanist for less rebels when you go into coring spree.

2) I reformed the government asap and westernized soon after, using Genoa as the western neighbour. I had Crimea, Yaroslavl and Nogai as vassals at this point. Yaroslavl had half of Muscovy territory, Nogai had Kazan annexed.

3) There's no need for colonization, except for Taiwan which you can do late in the game.

4) Golden Horde is best Horde.

Here are the screenshots of my last game. I could've done it much faster if I abused vassals and truce breaking even more, but all I wanted was the achievement, so I didn't try to play it perfectly. I guess it's even possible to do a one tag WC as Golden Horde if you do.

Why do people mention reform, then westernize, can you not westernize as horde?

You can't westernize as a horde government. There are a few cheeseball ways to get kicked out of horde government w/o reforming, but doing that will leave you as a westernized nation with nomad tech units, IE you're permanently stuck with garbage units unless you manage to form a nation that gets unit updates.

Anyway, if you're playing as GH especially and maybe even as Mongolia, killing Muscovy is a high priority so you don't have to worry about Genoa; simply using Sweden or LO is fine to westernize.

I went Offensive -> Admin (reform) -> Exploration-> Quantity. I was smashing shit with 100% cav stacks until the mid 1500s when I reformed. And no, I didn't use the now defunct foreign core tactic.

However in 1.8 rushing reform is probably better for the reasons others have said.
