Shouldn't this be an event in EU4? Should probably be Europe-wide modifier that increases unit costs by 20% and/or giving inflation.

Since Schwaz Silver mine already has an event, it would probably make sense to have similar one for the Schneeberg and some trade port event where imported silver stabilizes the economies. Could also have event to increase copper price later on.

since the Great bullion famine mostly effected trade and was solved when colonies started bringing more gold in, I think it should be represented as a decrease in trade value for lots of nodes in Europe

That would be fine, although perhaps it might make more sense to reduce trade power instead? If Europeans don't have gold to give to east, it could simply be represented by -20% global trade poweror so.

this would not effect nations such as Castille or England as they only pull from other European nations which would be inaccurate. it is true that muslim countries in Africa profited off the misfortune of the western Europeans during the bullion famine but that cannot be represented by EU4 trade mechanics
