I've noticed some weird things with unemployment before, but I think I may of caught the culprit on this new ring-world I was building (The Administrator with the blue triangle in the top left corner - a grateful refugee):

This is a fairly new ring-world segment, so I've only upgraded buildings so far, but this is it's current setup:

I have a feeling this has been reported before, but just in case it hasn't, here it is.

I've noticed that some refugees take jobs from your pops. This generally happens when a refugee has better traits for that job than your pops. You could just send them to a penal colony to live (in poverty) on. If you went with bio ascension path like I did, you could remove their beneficial traits and they will get demoted back to workers after some time. but you will have to do it to every single refugee that arrives which can be really annoying. Should solve the problem untill better options become available.

Refugees had jobs before , if you leave them free and qith full citizen right ; they are your citizen and have the right to take up any jobs , even more if they have.the right trait for it .

I had the khan in my game , and i was one of the few full xenophile , many of the refugee were hight ranked , and started make problems with uneployed since they took 5 years to accept lower (all upjobs were taken, my main race was too good for high strata jobs) jobs ... i had 60 refugees that game :/.

We can set their citizenship right isn't it?

If you are not xenophile (if you are , i cant realy see the problem) any empire can set all "new" race added to the empire (default species rigts) to be resident (this is the one that should stop them from picking hight strata jobs) , if you are xenophobe , ive no idea why you accept refugees .

So you mean the refugee removed your current administrator from office?
Or did he get the job when you upgraded the capital building?

Good question; but the building was already upgraded when the refugee took over his position. I managed to verify this through my oldest autosave:

Does he have traits that make him more suitable to be an administrator than the other species on the planet?

Good guess!, new administrator has the charismatic trait so creates more Amenities as a result:

The only thing is that the "ousted" administrator has the Robust trait which does give it a slight edge on Unity generation, although I would much rather have the Amenities here.

I had a look at other colonies (to verify for myself it wasn't a fluke) and for the most part the placement of species based on their trait advantages seems to be mostly pretty good.

Sorry, looks like I was in error in bringing this up as an issue. I'll keep an eye on it to see if any promotions/demotions happen that shouldn't, but it is likely working as intended (and in a good way); I do think it would be a bit nicer to have a faster demotion in this circumstance, but I can live with it if it is consistent in picking the best species for the job.
