Graphic Problems

I bought Cities Skylines yesterday on Steam. The requirement for the game is an ATI Radeon HD 5670 graphic card. I have an ATI Radeon HD 5870 in my computer.
This happens every time I want to play the game:

All settings are on the lowest grade.
Also all the drivers are up to date.

I don't know what's the problem.

Have you tried changing the V-synch setting, ingame?
I got similar issues with V-synch set to "every second frame" (or half V-synch)
Set it to "off" or the other setting "every frame".

Also make sure you don't "force settings" in the Catalyst Control Panel (set every option possible to "Use Application Settings" if you havn't)
